GANGTOK, 03 July: Nearly a fortnight since the State Government rescinded all permissions granted to government servants to join associations and organizations, news of the dissolution of the executive bodies of such organisations have started pouring in.
The latest sports organizations to join the list are Sikkim Olympic Association [SOA] and Sikkim Veterans Table Tennis Association [SVTTA] which have dissolved their executive bodies and formed adhoc bodies for the time being.
The existing body of SVTTA was dissolved during a special general body meeting held on Tuesday here in Gangtok. The adhoc body of the Association was formed under the presidentship of UK Pradhan and four other members. The adhoc body proposed to hold a membership drive and election of the new body within three months.
SOA dissolved its executive body on 25 June and formed an adhoc body under the chairmanship of Rajen Subba [Sikkim Amateur Taekwondo Association] along with other members - Bidhan Ballav Subba [Sikkim Karate Do Association]; DawaTamang [Sikkim Amateur Taekwondo Association] and Shambu Pradhan [Sikkim Athletics Association].
The meeting also discussed SOA's future course following the resignation of most of its members.
Meanwhile, the central executive committee of the Sikkim Lepcha Youth Association [SLYA] has appealed to all the office bearers of its district and village level branches who are government employees to resign from their respective posts.
The CEC office bearers who are government employees are resigning from their respective posts from 05 July onwards while the association has requested all the Branch Members who are government employees to resign by 10 July 2014.
It may be mentioned here that the order regarding the ban was issued by the government on 16 June on the basis of the Sikkim Government Servants (Conduct) Rules 1981 a clause [Rule 7] in which says that the every government servant requires the permission of the government prior to joining to any NGO or association. The recently issued government circular states that the government has decided to take back its permission on employees’ joining various associations; it states “…in supersession of all the permissions granted to government employees’ under Rule 7 of the Sikkim Government Servants (Conduct) Rules, 1981”.
