GANGTOK, 29 July: The HRD department has passed an order stating that the “senior most qualified teachers” will be designated as Vice Principals or Assistant Head Masters of government secondary and junior high schools.
In the notification issued earlier this month, the HRD Department has directed that “all the existing Principals in-charge of senior secondary schools and HMs in-charge of secondary schools/ junior high schools are hereby deemed to have been designated as the Vice Principal and the Assistant Headmaster/Headmistress (as the case may be) for official purpose and shall henceforth be governed by this regulation”.
Meanwhile, government schools which do not have Principals or Head Masters were earlier being managed by an In-charge, who in most cases was chosen from amongst the senior most teachers. However, this was not an official arrangement. With the new order, the In-charges will now officially be designated as Vice Principals or Assistant Head Masters.
This move has reportedly also been taken by the Human Resource Development Department in order to assist the Principals in the day to day administrative affairs of the government schools. Such anointed Vice Principals will also act as the School head in the absence or leave of the School Principal or when such a post is lying vacant.
For the purpose of serving as Acting Principals the Vice Principal or Teacher in this category, as per the new directives of the HRD department, will have to fulfill the required eligibility criteria for appointment as Principal of a senior secondary school. However in the event that there is no such qualified teacher the senior most teacher will take charge as Principal in the latter’s absence.
Similarly in order to bring about a semblance of administration and smooth functioning in the government schools the HRD department has designated those teachers with the highest seniority in terms of qualifications of Secondary / Junior High Schools as Assistant Headmaster/Headmistress. This elevation of the senior most qualified teachers in the government schools is also in order to assist the Heads of the concerned schools and to act as the school head in the latter’s absence.
The teachers upon being posted as VPs or Assistant HMs shall continue to draw their own pay band and grade pay and will have no right to claim for regular promotion to the post of Principal or Head Master. They will be required to appear for the mandatory interview for promotion as and when the interviews for the said posts are conducted by the department.
