CoI to be mandatory for temp employment, regularisation to follow roster system

GANGTOK, 22 June: In a major policy decision as regards employment of temporary employees in the government services the state government has decided to make possession of domicile documents compulsory.
As far as can be made out from the Cabinet proceedings shared on the CM’s facebook page, “possession of Sikkim Subject Certificate and Certificate of Identification to be made compulsory” which means that appointment to the temporary category of services would now require an individual to either possess a Sikkim Subject Certificate or a Certificate of Identification.
On the other hand the state cabinet also approved that only those temporary employees with Sikkim subject or Certificates of Identification would be regularized. The Cabinet, in its meeting on 20 June, also approved the following of roster system for the regularization of Muster Roll, Work Charged and Ad hoc employees in the state government services.
While the decision to apply the roster system to the regularization of temporary workers was among the first taken by the new SDF government and also reported, this is now official with the stamp of the Cabinet.
With more than 5,000 temporary employees with over 10 years of service awaiting their regularization to take effect the new government has now decided to implement the roster system in the context of their regularization. This will be followed for all regularization of temporary services henceforth.
The regularization process of 5624 temporary employees with over 10 years of service has been put in abeyance and while there is no official explanation or clarification behind the abeyance it may be assumed that the delay has something to do with the Department of Personnel having to now follow the roster system for regularization of over 5000 employees – a very complicated affair. The department will also have to now examine the domicile documents of the temporary workers notified for regularization.
