GANGTOK, 07 May: Two-day North-Eastern Regional Training-cum-Workshop on the 5th Minor Irrigation Census was inaugurated by the DESME Director General-cum-Secretary, SD Tshering here today. The programme has delegates from North-Eastern states and Sikkim and is being organized by Irrigation and Flood Control Department, Government of Sikkim and sponsored by the Ministry of Water Resources.
The first day of the workshop had technical sessions on various relevant subjects, while on Thursday a field visit to Rapdang in East Sikkim will be conducted. The workshop has Additional Director General, Sudha Midha, Director, Dr SP Sharma and Research Officer, GP Singh from the Ministry of Water Resource, New Delhi as resource persons.
In his inaugural address, the DESME Secretary said that the Minor Irrigation Census is an important census to assess the progress of the programmes and to know the present status of the different schemes. He added that the census will also provide proper data and information to use for the development of irrigation in future.
Mr Tshering suggested the Ministry of Water Resource to provide funds to the state and other North Eastern states to study water sources in the region and to preserve these sources. He further urged the Ministry for timely disbursement of required funds for the maintenance of irrigation channels in the state. In this regard, he said that the census must be conducted seriously in order to have the required information and data with the concerned department.
Likewise, Irrigation & Flood Control Secretary, SK Chettri spoke about the activities on various schemes taken up by the department in the state.
Irrigation & Flood Control Superintending Engineer [N/E], G Lachenpa stated that the Minor Irrigation census would provide valuable information for future planning and development of the minor irrigation sector. He added that the main objective of this census was to collect required information on micro irrigation in the state and to draw future programme for the development of irrigation.
The SE added that the workshop is also being attended by the state and district level officials of the state and they will now impart training on Minor Irrigation Census at the block-level. The survey and field work for the 5th Minor Irrigation Census is likely to start in the month of October, he informed. The 4th Micro Irrigation Census was held in the year 2007-08.
