GANGTOK, 08 Nov: Around 2,800 Muster Roll, Work Charged and employees appointed under consolidated pay of the state government are expected to be regularized in the first phase of the regularization process initiated by the State government.
The regularization process, it may be recalled, is to take place in three phases.
In the first phase, temporary employees who have served in the state government for more than 15 years and above will be regularized while in the second phase, those who have served for 10 years and above will be regularized. Those who have served for 5 years and above will be regularized in the third phase.
Chief Secretary Rinchen Ongmu has directed the Department of Personnel to submit a comprehensive list in booklet format along with supporting documents for the regularization process of MR, WC and employees appointed under consolidated pay before the 15th of this month.
The State government had taken a policy decision to regularize services of MR and WC employees appointed under consolidated pay on 01 August earlier this year and also issued a notification on the same.
The Chief Secretary’s directives were issued on 07 November after the government had sought details for the regularization of the temporary employees in the state.
The Department of Personnel has accordingly once again accelerated the process and asked all the departments to furnish details before 14 November in a format that was circulated today. The list of employees who have rendered their services for more than 15 years are to be listed in the first phase.
While speaking to NOW! today, the DoP Secretary, AK Chettri, informed that the Department has set out the norms of the temporary employees who have rendered service for 15 years or more as on 01 January 2013 for the first phase. DoP has also asked the departments to furnish details of financial implications and difference in budgetary provisions.
As per the DoP’s current estimate, around 2,800 temporary employees of the state government will be regularized in the first phase for which the Chief Secretary is expected to submit a Cabinet note to the government on 16 November, informed Mr. Chettri.
The Chief Secretary called a meeting with the Department of Personnel [DOP], Finance and Revenue Expenditure Department and Planning yesterday and discussed the mode and financial implications along with the approval of the total number of posts to be created.
It is informed that departments like Road & Bridges, Irrigation, Power & Energy, Agriculture and Health have not submitted their details of the approved list provided by the departments despite several reminders to expedite the process of regularization of temporary employees after authenticating the supporting documents.
Sources in the DoP inform that it has received an overall list of 9,000-plus temporary employees who have served for a minimum of five years as on 01 January 2013 which has been approved and sanctioned in principle for regularisation.
Time and again, DoP has reminded all the departments to furnish the actual list with relevant documents such as appointment letters and other documents possessed along with Certificate of Identification.
