Ad-hoc teachers exerting ‘undemocratic and illegal’ pressure on Govt: CM

GANGTOK, 17 Nov: “Ad-hoc teachers are putting undemocratic and illegal pressure on the Government,” said Chief Minister Pawan Chamling in his address delivered at the State Level Sammelan for Panchayats and representatives from Urban Local Bodies here at Manan Kendra on 16 November. He was speaking about the dharna by adhoc teachers in Gangtok and pen-down strike by a section which has now been underway for close to a month.
The Chief Minister directed the Panchayat members not to tolerate the “illegal and undemocratic agitation” by the ad-hoc teachers and take action on their part.
Clearing his stand on the issue, Mr. Chamling said that as per the norms laid down by the Government of India, there is no provision to regularize those teachers who do not meet the minimum required criteria. Here, he added that only a few among the agitating teachers meet the required qualification.
Although 800 teachers are required for Government schools, the HRD Department has already hired 1,600 ad-hoc teachers till date, the CM further informed.
He further informed that the State Government has already placed the proposal that those candidates with 50% and above marks in their academic record will be regularized if they can produce a B.Ed degree by the year 2015.
The Chief Minister said that the Government had assured continuous service on ‘ad-hoc basis’ to those with less than 50% marks. Such candidates will also be considered for 50 % reservation for jobs in other government departments, he added.
Referring to regularization of Muster Roll and Work-Charged employees, Mr. Chamling said that his government has setup a system to regularize these employees and in the first phase it has been decided that those working on MR and Work-Charged basis for the last 15 years or more will be regularized.
“At present we are working on creating more posts and it will take a little time,” he said.
