Of 1,800 registered NGOs in Sikkim, only 26 are enrolled with Social Welfare Dept

GANGTOK, 29 Nov: There are a total of 26 Non Governmental Organisations [NGOs] registered with the Social Welfare, Empowerment & Justice Department [SWE&JD] from all over the State.
“All of the 26 NGOs registered with the SWE&J Department are registered under different Acts. If an NGO is working for children then it is registered under the Juvinile Justice Act and if an NGO is working for persons with disability then it is registered under the PWD Act,” informed R Telang [Commissioner cum Secretary, Social Welfare, Empowerment & Justice Department], while speaking to NOW! today.
There is no uniform procedure for registration of NGOs, and generally, registrations are done by the Law Department under the Societies Act [there are over 1,800 NGOs registered with the Law department from all over Sikkim], but to avail the grants of the Government of India the NGOs need to get registered with the SWE&J Department, he added.
At present 11 NGOs are getting direct GoI grants through the SWE&J Department for rehabilitation of drug addicts, respite centres, drop-in-centres and grant for children’s home under the Juvenile Justice Act is provided through the Government of Sikkim, the Secretary said and added that some more NGOs were in the process of getting registered to avail the grants.
A majority of the registered NGOs get grants from the SWE&J department or the Government of India and all of the registered NGOs are running some institution or the other, he further added.
Speaking on the criteria of forming an NGO, he said that the Government of India has fixed some parameters and the same is followed by the department, like the NGO needs to be functional in the said field for a period of three years, needs to have proper registration and guidelines, accounts statement for the last three years checked by a charted accountant and a good track record of work in the said field. This he said was the general requirement but for NGOs registered under different Acts the requirements were different.
In Sikkim, forming an NGO and running it is still at a very nascent state compared to other states where one finds many more NGOs, the Secretary commented. A majority of the people of the state are not even aware of the existence of NGOs, he added.
Speaking of forming and running an NGO as a career option, he said that people do not know that there is tremendous  employment opportunities in this field and added that one just needs to have an ‘inclination of services’ towards people as this is a very specialised job and needs trained people and educators.
