GANGTOK, 03 Nov: As part of a national capacity building programme of the Ministry of Urban Development, IDFC Foundation is conducting a one-day sensitization programme for the elected municipal representatives of Sikkim in Gangtok, on 04 November, informs a press release.
The one-day programme will be conducted by Chief Operations Officer, IDFC Foundation, Cherian Thomas and Chandrima Sinha also of IDFC Foundation. The programme will focus on issues such as urban reforms, innovative financing instruments and PPPs and issues related to governance and administration, the release informs.
About thirty elected municipal councillors and executives of Gangtok Municipal Corporation, led by the Mayor, KN Topgay and the Chief Municipal Officer, Anil Raj Rai are expected to attend the programme, according to the release. Officials from the Department of Urban Development & Housing, and the PHED, Government of Sikkim are also expected to attend the programme.
The release further informs that IDFC was appointed by the Ministry of Urban Development (MoUD) as the Regional Capacity Building Hub for three regions covering 14 states. IDFC will develop and implement a strategic capacity building programme for elected representatives and municipal officials of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) cities.
The regions include the Northern Region (states of Uttarakhand, Delhi, Rajasthan and Haryana), North Eastern Region (all eight North Eastern states) and Western Region (Gujarat and Madhya Pradesh). The first such capacity building programme was conducted in Jaipur, Rajasthan in February 2011 for senior officials from municipal bodies, para-statal agencies and Project Implementation Units (PIUs) of JNNURM cities of Rajasthan. So far, seven programmes have been conducted covering participants from more than 20 JNNURM cities, the release adds.
