GANGTOK, 21 July: In immediate follow-up to the Chief Minister expressing disappointment over the refusal of the industrial units in recruiting local employees, and more importantly, the failure of the Industries Department to enforce conditions recorded in the MoUs in this regard, the Department of Commerce and Industries, through a Circular on 18 July, has directed all industrial units to implement the policy of the State Government in “letter and spirit”. What is more, it has deputed a nodal officer to keep track of the policy implementation.
The CM had made this observation in one of his addresses delivered during his village-to-village tour of Sikkim recently.
The Department has reminded the industrial units that as per the extant Government policy, they are required to employ only locals possessing Sikkim Subjects, Certificate of Identification, or any other relevant documents, “at all levels”.
“It has been observed that this Policy of the Government is not implemented strictly by the industrial units. Certain complaints in this regard have also been received,” the Circular announces, adding that even though this has been brought to the notice of these units on many occasions in the past, no perceptible improvement has been noticed.
For strict implementation of the policy, BN Pradhan, Deputy Director of the Department has been nominated the Nodal Officer to “monitor the implementation of this policy.”
People can also lodge complaints against any industrial unit with the Nodal Officer, it said.
It is known that anyone who possesses SSC/ CoI/ Residential Certificate or even a Sikkim-based voter ID card can submit his/her complaint with the Nodal Officer.
The Nodal Officer, after approval of the Department, will place the matter with the concerned unit and an amicable solution will be worked out accordingly, said an official of the Department.

“Though these units are supposed to submit the lists every quarter only few of them were following the norms earlier,” the official said, adding that it has been made mandatory from now on.
